Our Leadership Team

Elizabeth Hall — Chief Executive Officer & Managing Partner

As the founder and CEO of Keystone RX, Elizabeth brings a profound level of operational discipline and analytical precision to the construction industry. Before establishing the firm, she dedicated over a decade to high-stakes healthcare leadership, holding a Bachelors in Psychology from the University of South Dakota and a Doctorate of Pharmacy from Roseman University.

Serving as a pharmacist at Primary Children’s Hospital for nearly 11 years, Elizabeth mastered the management of complex, zero-error environments. Today, she applies that same uncompromising dedication to corporate governance, strict federal compliance, financial oversight, and strategic project management for Keystone RX.

Jordan Hall — Vice President of Operations & Technical Lead

With over two decades of heavy industrial, commercial, and government construction experience, Jordan directs all field operations and project delivery for Keystone RX. He built his career from the ground up, entering the trades through a rigorous union rebar apprenticeship and rising to the rank of project foreman by age 21.

Jordan’s career is defined by his ability to execute massive-scale infrastructure projects. At age 24, he successfully managed an 18-man night-shift crew delivering over 4 million tons of rebar for a premier Intel microchip manufacturing plant in Portland, Oregon. After returning to Utah, he advanced into leadership roles as a General Foreman for Hogan & Associates and a Concrete Foreman for AK Masonry, mastering structural concrete and site management.

Prior to co-founding Keystone RX, Jordan successfully owned and operated a residential contracting firm—generating nearly half a million dollars in revenue. He later served as a Project Manager at DMS, where he mastered commercial scaling and federal delivery systems. During his tenure at DMS, he oversaw $1,960,000 in revenue from acquisition to project completion. He specialized in managing IDIQ tasks ranging from $25,000 to $350,000, successfully executing works for a Utah JOC Program, a US Fish and Wildlife MATOC, and the Utah GSA Region 8 JOC.
